Thirty-six urban rail transit lines are being built in 12 cities including Beijing, Shanghai and Guangzhou. Most lines are in Beijing, Shanghai and Guangzhou.

The construction plan of urban rail transits in 15 cities including Beijing, Shanghai, Tianjin, Chongqing, Guangzhou, Shenzhen, Nanjing, Hangzhou, Wuhan, Chengdu, Harbin, Changchun, Shenyang, Xi'an and Suzhou, have all been approved. In the next 10 years, the total length of the 15-city rail transit line will reach 1,700 kilometers. Total investment will reach 620 billion Yuan.

Li Dongxu, head of the urban construction department of China's Ministry of Construction, said that the Chinese government has formulated policies; and proposed to give priority to developing urban public transportation in order to improve traffic efficiency and alleviate traffic jams. The funding for the city's public transportation should be increased. Local governments should give necessary funds and policy support for rail transportation, comprehensive transfer hinges, station buildings, rail cars, and the appearance and renovation of facilities. At the same time, social capital, including foreign capital investment in the form of joint ventures and cooperation, should be established for the construction and operation of urban public transportation.
